Join us as we delve into the rich history and cutting-edge strategies of infrastructure maintenance for water resources at the East Bay Municipal Utility District (EBMUD). Since the inauguration of the Mokelumne Aqueduct No. 1 in 1934, EBMUD has been at the forefront of infrastructure preservation. Over the decades, the district has expanded its network with the addition of two more aqueducts in the 1940s and 1960s, enhancing its pipeline infrastructure to include a diverse range from small diameter ML&PCS distribution lines to large diameter transmission and aqueducts. With a commitment to longevity and sustainability, EBMUD meticulously maintains coatings and corrosion protection systems across its treated water and raw water transmission, distribution, treatment, and storage facilities.

Keith Packard PE brings over three decades of expertise to his role as an integral member of EBMUD's engineering department within the Pipeline Infrastructure Division. A seasoned professional, Mr. Packard is a 30-year member of AMPP (Association for materials protection and performance, formerly known as NACE) and holds the rare distinction of being a Registered Professional Corrosion Engineer. Prior to joining EBMUD in 2017, he honed his skills at engineering consulting firms across the Bay Area. Since 1989, Mr. Packard has been immersed in the design, testing, and rehabilitation of infrastructure projects in the water and wastewater industry. With a focus on innovation and excellence, he serves as an Associate Corrosion Control Specialist, contributing his wealth of knowledge to advance the district's mission of infrastructure sustainability and reliability.
